The development, which includes affordable housing and ample open space, received initial approval from city officials and will cater to a diverse demographic. A planning commission hearing is scheduled to discuss the project’s next steps, highlighting its potential impact on local housing and community interaction.
Costa Mesa – A significant new residential development, known as the Hive Live project, is advancing in Costa Mesa. Proposed by Legacy Partners, this ambitious plan will transform an office park and the former Los Angeles Chargers’ practice field into a vibrant community featuring 1,050 high-density residential units. The project is situated on a 14.25-acre parcel located at 3333 Susan St.
The Hive Live complex will include three five-story buildings, with comprehensive infrastructure plans that feature 1,756 parking spaces and 3,692 square feet allocated for retail occupancy. Furthermore, approximately 7.7 acres are designated for open space, aimed at enhancing the living environment for future residents.
Following a preliminary screening in August 2023 by the Costa Mesa City Council, developers received the green light to continue to the next phase of planning. A crucial planning commission hearing is scheduled for June 9, where further evaluations will take place. The development requires a general plan amendment and a zoning change to accommodate the increased density proposed for residential purposes.
The Hive Live project operates under a master plan that comprises specific operating requirements to ensure its successful integration into the community. In addition, Legacy Partners has extended an offer to Anduril, a neighboring defense contractor, granting them the first right of refusal to construct an office building on the southern end of the site.
Conveniently located directly west of Anduril and adjacent to the Rail Trail—a proposed project designed to enhance connectivity through bike trails in Costa Mesa and Santa Ana—the Hive Live project is poised to become a key feature of the region. To further foster community interaction, the plan includes pedestrian “paseo” areas, equipped with seating, artwork, and landscaping.
As part of the development, Legacy Partners has committed that 10% of the total units, amounting to 105 units, will be designated as affordable housing for low-income renters for a duration of 55 years. This initiative allows the developers to obtain a 20% density bonus, reinforcing their commitment to providing accessible housing options.
Negotiations are ongoing regarding developer agreements that are expected to outline additional community benefits, anticipated to last between 20 to 30 years following construction. The concept for the Hive Live development originated five years ago during the city’s housing element update, highlighting ongoing efforts to tackle housing shortages in Costa Mesa.
The project targets professionals aged 25 to 45, with each building designed to cater to different lifestyle preferences. “The Innovator” building will feature 315 units and a 538-space parking garage, aimed at a modern, social demographic. “The Explorer” building will provide 346 units and 572 parking spaces, catering to creatives and outdoor enthusiasts. Meanwhile, the largest phase, “Eco Enthusiast,” will encompass 389 units and a 643-space parking structure, focusing on wellness and sustainable living.
The progress of the Hive Live project is a direct response to the housing challenges facing Costa Mesa, made possible by the passage of Measure K, which facilitated the necessary zoning changes for such developments. This measure replaced a prior regulation that mandated voter approval for similar projects, a move that has sparked mixed reactions among residents. While some residents express concerns regarding affordability and the potential impact on existing communities, there are others who view the development as a necessary solution to the housing crisis, advocating for reduced parking requirements and support for active transportation options.
Once underway, the construction of the Hive Live project is expected to generate job opportunities, both temporary during the building phase and permanent positions associated with the management and maintenance of the rental units.
