During his time on the board, Briscoe remained engaged in district activities, recently running for a re-election seat and seeking a vacant Senate seat earlier in 2023. He was recognized for his bipartisan approach, effectively collaborating with colleagues across the political spectrum, which earned him endorsements from various educational and community groups.

A Legacy of Community Engagement

Briscoe was a recognized figure in local education, known for his extensive advocacy work. He notably engaged in prominent legal battles, including significant cases against the City of Huntington Beach, such as his involvement in the OVSD’s largest lawsuit against Rainbow Environmental Services related to a disposal site adjacent to Oak View Elementary School.

Moreover, he played a pivotal role in the passage of Measure R, a substantial $169-million bond measure that financed the modernization and enhancement of several schools within the district. His efforts were significantly credited with improving educational facilities and resources available to students.

Professional Achievements and Community Contributions

Briscoe held multiple academic credentials, including bachelor’s degrees in psychology and speech communication from California State University, Long Beach, as well as two master’s degrees in business administration and public administration. He recently completed a doctorate at National University, reflecting his commitment to education and professional development.

His community involvement extended beyond his educational roles; Briscoe was actively engaged in various local activities, achieving the title of Eagle Scout and serving as a youth soccer and baseball coach. Additionally, he contributed to the community as a member of Rotary International, demonstrating a sincere commitment to service.

In a personal dimension, Briscoe co-owned a real estate property management company with his wife, Debbie. His approach to community service was complemented by a personal touch, as he served as a greeter in his church in Huntington Beach, intersecting both his professional and personal commitments to the local community.

Briscoe is survived by his wife, Debbie, and his family, including his sister Cindy, brother Bill, son Tyler, daughter-in-law Penny, and grandson Jeremy. His passing has left a profound impact on the community, reflecting his dedication to education and public service.

A celebration of life service in honor of John Briscoe will be held on July 15 at 11 a.m. at Old World in Huntington Beach. This date is particularly poignant as it comes just three days after what would have been his 50th wedding anniversary.
